Hörde's joint municipal and rural district authority was among dozens of Ruhr-area bodies forced into emergency currency production during the hyperinflation peak of 1923. The dual issuing authority here — both the Magistrat der Stadt Hörde and the Kreisausschuß des Landkreises Hörde signing off on the same note — reflects the administrative improvisation of the period, with town and district governments pooling what limited printing resources remained locally available.
The Ruhr occupation by French and Belgian troops, which began in January 1923, severely disrupted coal and steel output in this heavily industrial corridor, accelerating the very inflation these notes were scrambling to address.
