This note comes out of the German hyperinflation at its most extreme — by the time denominations like this were being issued by county-level administrative bodies, the Reichsbank had long lost the practical ability to supply currency fast enough to meet demand. The Kreisausschuss des Landkreises Düsseldorf was one of hundreds of municipal and district authorities that printed their own emergency money (Notgeld) under Reich authorization, effectively papering over the collapse with locally produced scrip.
Düsseldorf district issues from late 1923 tend to show uneven ink coverage and variable paper quality — a direct consequence of printing under supply constraints. The ten-million mark figure, staggering on its face, was already losing purchasing power faster than the ink could dry.
