Kiel's municipal administration — like hundreds of German cities in 1923 — was forced to print its own emergency currency as the Reichsmark collapsed into hyperinflation. By the time denominations reached eight figures, the notes were functionally worthless within days of issue; the 10,000,000 Mark face value, staggering on paper, would have bought little more than a loaf of bread at the peak of the crisis that summer and autumn.
C. Handorff was a local Kiel printer, not a specialist security firm, which accounts for the relatively modest production — a watermarked paper being the sole concession to anti-counterfeiting. The designer credit "H.P. 1923" remains unattributed in most reference literature.
