Issued to mark the 30th anniversary of the Ningxia Hui Autonomous Region, established in 1958 as a designated administrative territory for China's Hui Muslim population — one of the largest Muslim ethnic groups in the country. The commemorative yuan program of the late 1980s was a deliberate policy instrument, used to assert cultural recognition of minority nationalities within the PRC framework while generating collector revenue through limited distribution.
Mintages for this series were tightly controlled and coins rarely entered general circulation.
