Chu Yupu's tenure as governor of Zhili was measured in weeks, not years. Appointed in early 1927 amid the chaos of the Northern Expedition fragmenting warlord control across northern China, he was displaced almost as soon as this commemorative issue could have reached circulation. Coins of this type were struck to legitimize short-lived political appointments — a practice common enough among regional military figures of the period — which is precisely why surviving examples are scarce and the issue never received a standard Y-number assignment.
