The Pei Yang Arsenal — better known as the Beiyang Arsenal — operated its mint at Tianjin under Li Hongzhang's modernization program, one of several provincial mints established during the Self-Strengthening Movement to produce Western-style machine-struck coinage. This Type 2 variety differs from Type 1 in the arrangement of the English legend, a distinction documented in Kann and reflected in the separate L&M references. Production was short-lived; the mint's output was quickly overshadowed by competing provincial issues, and political turbulence surrounding the 1898 Hundred Days' Reform disrupted central authority over coinage standardization entirely.
