The Bank of Taiwan operated as a de facto central bank for the Republic of China government on Taiwan after 1949, issuing its own currency series distinct from the mainland-era notes. This 1954 yuan series was printed entirely in-house at the Bank of Taiwan's own printing facility — unusual self-sufficiency for a small island economy still heavily dependent on U.S. aid at the time.
The Pick reference P#1965 places this within a long-running low-denomination series. At one yuan, these circulated hard and survivors in decent condition are harder to find than the catalog suggests.
