Obverse description Facing bust of Cao Kun, President of the Republic of China, depicted in civilian dress with a suit jacket, bow tie, and a starburst order or decoration affixed to his left breast. The subject displays a prominent moustache and bears a dignified, forward-facing expression. The effigy occupies the central field with no surrounding legend, the design framed by a continuous border of raised beads near the rim.

Reverse description Two crossed flags displayed in the central field: at left, the Five-Colored Flag of the Republic of China bearing a circular sunburst emblem; at right, the striped Army Flag of the Republic of China. The staffs cross at the lower center, with a fluttering pennant visible at their base. Above the flags, six Chinese characters are arranged in a curved arc reading 憲法成立紀念, signifying commemoration of the establishment of the Constitution. The design is enclosed within a raised beaded border.
