The Bank of Pei Hai was established in 1938 by the Shandong-Jiangsu Border Region government — one of several Communist-controlled base areas that issued their own currency to fund guerrilla operations and displace Japanese military scrip and puppet bank notes from local circulation. By 1942 the war had pushed these operations into extremely difficult terrain, with the bank relocating its printing facilities repeatedly to avoid Japanese sweeps. Production conditions were crude: paper stock, ink quality, and registration varied considerably across print runs of the same denomination.
Notes from this period circulated exclusively within tightly bounded liberated zones and were not redeemable outside them.
