The Bank of Central China was a collaborationist institution established under the Japanese-sponsored Wang Jingwei regime, and notes from this issuer circulated in occupied central China during the final years of the Pacific War. By 1945, the military situation had deteriorated severely for Japan, and currency issued that year had an exceptionally short useful life — the regime collapsed with Japan's surrender in August.

Pick S3360 falls in the "S" (Specialized) sequence, reflecting its political status as an occupation-era issue rather than a recognized national emission. Surviving examples often show heavy use; wartime inflation and the abrupt demonetization that followed surrender left little incentive for careful preservation.
