Manchukuo was declared a sovereign state in March 1932 — a Japanese-controlled puppet government installed over the former Chinese northeastern provinces following the Kwantung Army's seizure of Mukden the previous year. The Central Bank of Manchukuo was established almost simultaneously, issuing currency that was legally distinct from both Chinese Republican notes and Japanese yen, though in practice the Manchukuo yuan was pegged to the yen and managed entirely by Japanese financial advisors.
The J-prefix in the Pick reference places this within the Japanese occupation issues, which accurately reflects where monetary authority actually resided.
