Kansu (Gansu) Province was among the most isolated and turbulent of China's warlord-era jurisdictions, and its 1928 silver yuan was struck under the authority of a provincial military government largely cut off from any central monetary oversight. The Nationalist consolidation of 1928 had little immediate reach into the northwest, leaving local commanders to finance operations — and assert political autonomy — through provincial minting.
Output was limited and distribution uneven, which accounts for the survival pattern: examples turn up in grades suggesting brief or no circulation, likely hoarded rather than spent.
