North Korea's commemorative output in the mid-2000s was aimed almost entirely at foreign collectors and hard currency revenue, not domestic circulation. These brass zodiac pieces were struck by order of the Foreign Trade Bank system and exported through Pyongyang's numismatic trade channels — no ordinary North Korean citizen would have encountered one.
