Issued the same year North Korea was formally designated part of George W. Bush's "Axis of Evil" — though that speech came in January 2002, the coin's production preceded a period of near-total economic collapse in which the won was so devalued that this denomination was functionally worthless in domestic exchange. North Korea's formal currency reform wouldn't arrive until 2009, when the government redenominated at 100:1, wiping out household savings and triggering rare public protests in Pyongyang.
