North Korea's won coinage from the 1980s was issued in two parallel tracks: hard-currency pieces intended for foreign visitors and diplomatic personnel, and domestic-circulation coins for ordinary citizens. This piece falls into the former category, produced specifically for use in the country's foreign exchange shops — known as "dollar shops" — where hard currency could purchase goods unavailable to the general population. The system was administered through the Chollima Travel Bureau and a network of state-controlled retail outlets.

KM#15 is the foreign-visitor issue, distinguished from the domestic won coinage by its composition and intended user.
