Issued to mark Hong Kong's 1997 handover from Britain to China, this piece appeared four years after the event itself — North Korea had a habit of producing commemorative coinage well after the occasions they nominally celebrated, primarily for foreign currency generation through numismatic sales rather than domestic circulation. Aluminium at this size and weight is unusually substantial, suggesting a presentation-grade intention from the outset.
