Decorative foliate scroll devices appear in the lower left and right fields. Issued to mark the 40th anniversary of the Sino-North Korean Treaty of Friendship, Co-operation and Mutual Assistance, signed in July 1961 — the pact that obligated China to intervene militarily if North Korea were attacked, a clause that remains technically in force. Relations between Pyongyang and Beijing were under quiet strain by 2001, as China had normalized ties with South Korea in 1992 and was increasingly frustrated with Kim Jong-il's nuclear ambitions following his father's death in 1994.
