North Korea issued a series of aluminum won pieces around the turn of the millennium specifically for foreign visitors and currency exchange operations — not for domestic circulation, where the older won coinage remained in use under an entirely separate system. The dual-currency arrangement allowed the state to capture hard currency from tourists while keeping domestic monetary flows controlled.
