Slovenia's independence declaration came in June 1991, but this note was printed a full year earlier — the Bank of Slovenia was preparing its currency infrastructure well before the political break from Yugoslavia was complete. The tolar was introduced in October 1991 to replace the Yugoslav dinar at par, and this note was among the first instruments ready for that transition.
Cetis in Celje is one of Europe's smaller but technically capable security printers, and the choice to produce domestically rather than contract abroad was itself a political signal. The watermark is the sole security feature — austere even by the standards of transitional currencies.
