Jakob III von Eltz served as Archbishop of Trier from 1567 until his death in 1581, navigating the Archbishopric through the early pressures of the Counter-Reformation with considerably more pragmatism than many of his contemporaries. Trier held the distinction of being one of the seven Electoral principalities of the Holy Roman Empire, which gave its archbishops both the ecclesiastical authority to issue coinage and the political weight to matter at imperial elections — a combination that made the thaler series of each archbishop a document of dynastic ambition as much as monetary necessity.
The Davenport reference GT I#9915 places this firmly within the German Taler series, cross-referenced by Schröttер#29.
