Clement XII issued this testone to mark his grant of free-port status to Ancona in 1732, a deliberate economic intervention designed to revive the city's flagging Adriatic trade against competition from Venice and the rising port of Trieste. The legend references the privilege directly — *POPVLIS IMMVNI EMPORIO DONATIS*, to the peoples given a free emporium — making this a coin with a specific administrative act behind it rather than routine papal production.
Ancona's porto franco declaration was one of the more consequential commercial decisions of Clement's pontificate, and the commemorative issue was struck across two fiscal years accordingly.
