Kazakhstan's shift to steel-core coinage for the tenge's smallest denominations was driven by the rising cost of zinc and copper relative to face value — a problem that had made the earlier brass coins economically irrational to produce. The magnetic variety replaced KM#23 without ceremony, as these transitions typically go unannounced to the public.
