Leo I — crowned King of Armenian Cilicia in 1198 after securing recognition from both Holy Roman Emperor Henry VI and Pope Celestine III — issued copper tank coinage as part of a deliberate effort to establish a Western-style feudal monarchy along the Mediterranean coast. His reign coincided with the Fourth Crusade and the collapse of Crusader states to the east, which pushed trade and political weight firmly toward Cilicia. The copper issues circulated heavily in the ports of Tarsus and Sis.
