Philip the Handsome's tenure as Count of Holland was largely nominal — he spent much of the 1490s navigating the regency politics of the Low Countries following his mother Mary of Burgundy's death, with actual administrative control frequently contested by Flemish and Hollandish estates. The billon coinage of this period reflects chronic silver shortages across the Burgundian Netherlands, with fineness repeatedly debated and revised by the ducal monetary ordinances of the late 1490s.
Philip departed for Spain in 1501, dying there in 1506, which makes his Holland coinage a narrow window.
