Victor Amadeus III spent much of his reign attempting to stabilize Piedmont-Sardinia's fractured monetary system, which had been flooded with debased and counterfeit small coinage for decades. The soldo in billon was part of a broader recoinage effort in the 1770s aimed at bringing fractional denominations under tighter royal control — a persistent problem for a state wedged between French and Austrian monetary spheres. The type ran for sixteen years without design change, which itself reflects administrative inertia more than monetary confidence.
