Carlo Emanuele II was only nine years old when this coin was struck, with his mother Christine of France holding actual power as regent. The regency was bitterly contested — his paternal uncles Thomas Francis and Cardinal Maurice challenged Christine's authority throughout the early 1640s, a dynastic struggle known as the "War of the Regents" that pulled Savoy between French and Spanish spheres of influence. The distinction of "1st type" matters here: a second soldo type appeared as the regency stabilized, reflecting modest administrative reassertion of ducal authority from Turin.
