The original 1707 Sol pour les colonies was struck for French overseas territories during the War of the Spanish Succession, a period when metropolitan France was bleeding silver to fund campaigns and could spare little hard currency for its colonial posts. Dauphin Island — the Gulf Coast settlement near present-day Alabama — was among the endpoints of that monetary chain, receiving debased copper issues while Paris fought on multiple fronts.
This is a Shire Post Mint restrike, a modern private issue cataloged under Krause's X# series for fantasy and unofficial pieces.
