Peru's Ministry of Foreign Affairs (Torre Tagle Palace, Lima) traces its institutional origin to 1821, when San Martín's newly declared republic needed immediate diplomatic machinery to seek international recognition — particularly from the United States and Britain, neither of which was quick to extend it. The bicentennial commemorative program that produced this piece was part of a broader 2021 series marking 200 years of Peruvian independence across multiple state institutions.
