Frederik IV's Norwegian skilling issues of this period were struck under Danish crown administration — Norway had no independent mint authority, and these coins were produced to supply a chronic small-change shortage that plagued the northern territories throughout the early eighteenth century. The billon content reflects deliberate debasement policy; the Danish crown had been systematically reducing silver fractions in subsidiary coinage since the financial strain of the Great Northern War, which dragged on until 1721.
