Somalia had no functioning central government in 2002 — the transitional administration claiming authority over monetary policy controlled almost none of the country's territory. These brass shillings were almost certainly struck under contract by a private mint and imported, a practice that had sustained nominal Somali coinage production throughout the civil war years of the 1990s. Whether they ever circulated in any meaningful volume is doubtful; the Somali shilling had effectively been rendered worthless by massive counterfeiting of the currency during the early 1990s, with unauthorized printing estimated to have multiplied the money supply several times over.
