Somalia has had no functioning central bank capable of managing a national currency for most of the period since 1991. The shillings circulating — and being issued — in the 2000s and 2010s were produced by private mints operating under contract with whichever internationally recognized transitional government existed at the time, with virtually no domestic distribution infrastructure to speak of.
The paper colorization on this stainless steel planchet is a collector-market technique, applied after striking, not a mint process.
