Chinese county-level grain ration coupons of this type were administrative instruments, not currency — they entitled the bearer to purchase a fixed grain allocation from state-controlled distribution points under the planned economy. The "coarse grain" designation (粗粮) distinguished it from fine grain quotas (细粮), reflecting the tiered rationing hierarchy that persisted in rural Henan well into the reform period despite Deng Xiaoping's agricultural liberalization having nominally begun years earlier.
By 1986, the national grain coupon system was already being dismantled in coastal provinces, but inland counties like Anyang retained it considerably longer. This coupon likely had only months of practical relevance before local free markets made such instruments obsolete.
