Chinese grain ration coupons of this period occupied an unusual administrative position — they were not currency, but in practical terms often functioned as one, being traded informally for cash in markets where rice allocations exceeded immediate household need. Harbin's winters created particular pressure on grain distribution logistics, and the Heilongjiang provincial system was among the more tightly managed in northeastern China during the mid-1980s reform transition, when the state rationing apparatus was already beginning to fracture under market pressure.

The official seal served as the only meaningful authentication device — counterfeiting of local food coupons was a genuine problem in this period, particularly in urban centers with large transient worker populations.
