Chinese grain rationing coupons — liangpiao — were not currency but carried real purchasing power in the command economy, where grain purchases required both money and coupons simultaneously. Hefei, as the provincial capital of Anhui, administered its own municipal ration system separately from provincial-level allocations, meaning this coupon was only redeemable within the city's own grain stations. Anhui had suffered catastrophically during the Great Leap famine of 1959–1961, and the rationing bureaucracy that produced notes like this one was in part a direct institutional response to that collapse.
By 1984, reform-era loosening had already begun to erode the system, and municipal grain coupons of this period were often printed in smaller quantities than earlier decades. The shi jin — ten jin, or five kilograms — was a mid-denomination in most local systems.
