Chinese grain ration coupons (liangpiao) were a cornerstone of the planned economy's distribution system, and Inner Mongolia's regional series reflects the particular administrative complexity of a jurisdiction that was carved up and reassigned between provinces during the Cultural Revolution — only restored to its full boundaries in 1979, just one year before this coupon was issued. The Grain Bureau series that followed was, in a real sense, the bureaucratic reassertion of regional identity through commodity control.
The shi jin denomination — half a jin, roughly 250 grams — was the smallest practical unit in most provincial grain coupon systems, covering a single modest meal.
