Chinese food rationing stamps of this type were issued under the state grain allocation system that remained in force across most of rural China until the early 1990s. County-level grain bureaus operated with considerable autonomy in their local coupon designs and denominations — a "shi jin" unit (市斤, equivalent to 500 grams) was the standard measure for flour allocations at this administrative level. Ebian Yi Autonomous County, established in 1984, was still operating under its earlier administrative designation when this stamp was printed.
