Chinese municipal food stamps of this type were not currency in any banking sense — they were administrative rationing instruments, issued by local grain bureaus under the national planned economy and redeemable only within the issuing city. Harbin's grain bureau operated its own series independently of provincial-level allocations, meaning this stamp was worthless the moment you crossed city limits. By 1985 the reform era was already eroding the rationing system nationally, but northeastern cities like Harbin, heavily industrialized and still dependent on state supply chains, retained strict grain controls longer than coastal regions.
Full series survival in unused condition is uncommon — most were consumed at point of redemption.
