Counties issued these locally to record the transfer of grain from production units to state granaries, functioning as receipts within a closed accounting loop rather than as negotiable instruments in any conventional sense. Ebian, a mountainous county in the Leshan region of Sichuan, operated under the same national framework but managed its own series independently.

The "shi jin" denomination reflects the traditional Chinese unit of 500 grams, retained in commodity certificates long after metrication became official policy elsewhere.
