Chinese county-level food stamps (粮票) were a product of the rationing system introduced in 1955, under which grain, cooking oil, and other staples could only be purchased with coupons allocated through work units and local bureaus. By 1986, national-level rationing was already loosening under reform-era pressures, but county bureaus in rural Henan continued issuing their own local coupons — valid only within their administrative borders, which is why so many varieties exist at the county level and why cross-county exchange was simply illegal.
Hua County coupons from this period rarely traveled far. The hyper-local validity made them nearly worthless outside their issuing district the moment they left, and most were redeemed and pulped rather than saved.
