This note was issued by the Comune di Pesaro during the brief Roman Republic of 1849 — the revolutionary government that held central Italy for roughly five months before French troops restored papal authority. Municipal emergency issues like this one were a direct consequence of the Republic's acute cash shortage; with silver and copper hoarded or simply gone, local administrations were authorized to print their own fractional and small-denomination paper.
Pesaro was among the smaller communes to exercise that authority. The local printing quality reflects it — these are rudimentary fiscal documents, not banking instruments, and paper degradation is common even in less-circulated examples due to the poor stock used.
The Roman Republic collapsed in July 1849, and most municipal paper became void within weeks of the restoration.
