Bremen's Schwaren was a hyper-local denomination that never circulated much beyond the city's immediate trading zone — a deliberate municipal policy to keep small change under civic rather than territorial control. The city maintained this fractional billon coinage for well over a century despite repeated pressure from surrounding North German powers to standardize currency along Reichstaler lines.
