Propinsi Soematera issued this note during the Indonesian National Revolution, when the Dutch blockade had severed the Republic's access to printing resources controlled from Java. Provincial and regional authorities across Sumatra improvised their own currency to keep local economies functioning — this 1 Rupiah is one product of that scramble. Printed locally in Pematang Siantar, a highland town in the Batak region, the note circulated alongside a patchwork of other emergency issues, some of even more rudimentary production.

The series is catalogued under P#S351, the "S" prefix signifying its status as a regional emergency issue rather than a nationally sanctioned emission from Jogjakarta.
