The two circular medallions at centre are visible in lighter impression, with the Afghan state arms at left and the tughra at centre, and a red official seal is applied at lower right. Persian script inscriptions appear in the lower panel, consistent with the treasury text found on the obverse. |

India's first government rupee note under the new Treasury series, introduced during a period when the colonial administration was reorganizing currency responsibilities away from the individual Presidency banks. The "without counterfoil" designation distinguishes this issue from an earlier format in which notes were attached to a stub retained by the issuing office — a practice borrowed from cheque-book convention that proved impractical at scale.
Controller of Currency E.M. Cook signed the first printings. His signature on surviving examples is one of the few firm dating indicators for early issues within this two-year window.
