The Government of India 1 Rupee note has been a bureaucratic constant since the colonial period — the denomination sits outside the Reserve Bank of India's remit entirely, issued instead by the Ministry of Finance and technically constituting a government promissory instrument rather than a central bank note. H. M. Patel's dual signature titles on plate A reflect a mid-series retitling of his position, making plate letter a useful dating proxy within the 1957 issue. L. K. Jha's appearance across three plate letters — B, C, and D — marks his tenure before his later appointment as RBI Governor in 1967.
