Pakistan's first coinage was struck at the Bombay Mint under contract, issued in the chaotic months following Partition when the new state had no mint of its own and desperately needed circulating currency distinct from the outgoing British Indian issues. The Bombay arrangement was a pragmatic necessity — the Royal Mint in London struck proof and specimen pieces, while Bombay handled circulation strikes.

The nickel composition was inherited directly from late British Indian practice, a continuity born of supply chain reality rather than policy preference.
