The Council of Riga Workers' Deputies held power in Latvian Soviet Republic for less than five months — from January to late May 1919 — before being driven out by German Freikorps units and Latvian national forces. This note was issued during that brief, chaotic window, making any surviving example a direct artifact of one of the shortest-lived Soviet administrations in the post-WWI settlement period.
The P#R1 designation reflects genuine scarcity in the catalog record; documentation on actual print runs and distribution has never been fully established.
