Latvia's State Treasury issued this note during the first year of independence, when the country was simultaneously fighting Soviet and German forces and had no functioning central bank. The Rublis series was a stopgap — printed under severe constraint — and the "green issue" designation distinguishes it from later color variants of the same denomination that followed as printing capacity stabilized.

Pick 2 is notably scarcer than Pick 1 in circulated grades, likely because the green printing run was smaller. The political situation in 1919 meant distribution was uneven across Latvian territory, much of which remained contested well into the year.
