Stavropol changed hands repeatedly during the Russian Civil War — Volunteer Army, Red Army, back again — and local branch issues like this one filled the vacuum left by the collapse of centralized monetary supply. The State Bank's Stavropol branch produced these notes under duress, with handstamps serving as the primary authentication measure when proper security printing was simply unavailable. The result is a note whose legitimacy rested almost entirely on the stamp of an institution that could not guarantee its own survival week to week.
Provenance matters here more than condition. Determining exactly when in 1918 a given example circulated — and under which administration — is rarely possible from the note alone.
