The Special Corps of the Northern Army under General Alexander Rodzianko operated in the Estonian-Russian border region during 1919, one of several White forces attempting to press toward Petrograd during the Russian Civil War. This currency was a field necessity — the Corps had no stable banking infrastructure, and requisitions without paper money were politically untenable given the need to maintain civilian goodwill in occupied territories.
Rodzianko's command was short-lived and perpetually undersupplied, which kept print runs low. The Corps was eventually reorganized into the Northwestern Army under Yudenich by mid-1919, making this emission one of the briefest-lived military currency issues of the entire White movement.
