The Slutsk District Zemstvo issued this note amid the administrative chaos following the collapse of Russian imperial authority and the subsequent German occupation of Belarus. Zemstvo organs — local self-governing bodies originally established under the tsarist reforms of 1864 — found themselves functioning as de facto local governments in the absence of any stable central power, and in some cases resorted to printing their own scrip simply to pay staff and suppliers.

The handstamp security feature is characteristic of hastily produced provincial emergency money from this period: a way to authenticate or authorize notes without access to sophisticated printing infrastructure. Survivorship is uneven across the Slutsk zemstvo issues, and P#S241 is not among the common ones.
